fix: add allowed-tools, fix stage, expand description in creating-sf-skill

Browse Source 
- Add scoped allowed-tools: Bash(npx tsx scripts/validate-skills.ts) Read Write AskUserQuestion
- Change stage from Pilot to Published (skill is actively in use)
- Expand description to 100+ words with additional trigger phrases
