When This Applies
- Automatically during authoring -- Phase 0 (pre-authoring gate) and Phase 5 (review)
- Automatically before deployment -- Phase 0 of Deploy
- On demand via

- When the PostToolUse hook flags warnings
Review Categories
For each finding, assign severity: BLOCK (stops pipeline), WARN (flags for review), INFO (best practice).
